Dialing VPN connection XXXX-XXXX, Status = Server did not respond properly to VPN Control Packets. Session State: Reset sent

Hello - looking for some guidance on the Azure VPN client failing across two different Windows 11 machines. One Dell and One Lenovo.

System info - both machines are Windows 11 Business

User's image

Receiving the same error on both machines using the same user credentials.

Logs -AzureVpn.log

Error -

"Dialing VPN connection XXXX-XXXX, Status = Server did not respond properly to VPN Control Packets. Session State: Reset sent"

Diagnostics ran on both machines:

Verified all Windows and Dell updates are installed.

VPN fails when all security tools are disabled or uninstalled.

Any advice would be appreciated.

    Please be reminded that your local time should be synchronized correctly. This could be the reason why the machine is affected.

    You can also check your firewall setting to make sure that the VPN server from your location is reachable and to make sure that the required port is open.

    I understand that you are seeing the error message "Server did not respond properly to VPN Control Packets. Session State: Reset Sent" with AAD Authentication in Azure P2S VPN Client.

    Can you please check if the local time is synchronized (correct) in the affected machine?
    If not, make sure the time is updated.

    In case the above did not help,

    • Can you check if the user is able to log in using the same credentials from a different machine?
    • Similarly, please check whether a different set of credentials works in these machine?
